Tracey Bray, CFE, CFSA, CFSSP
Director of Loss Prevention and Security, PSECU


Ms. Tracey Bray serves as the Director of Loss Prevention & Security at the Pennsylvania State Employees Credit Union (PSECU) where she is responsible for the prevention, detection, investigation and recovery of losses resulting from internal and external fraud. In this position, Ms. Bray is provides oversight and evaluation of PSECU's fraud and security awareness programs for the company's 600 employees and 365,000 members.

Formerly, Ms. Bray was an Information Technology Auditor at PSECU where her assignments ranged from analysis and programming in support of operational audits to directing project and information technology related audits. Prior to joining PSECU in 1996, Ms. Bray was employed at First Capital Federal Credit Union where she was responsible for all IT systems processing, upgrades, and data analysis.

As a leader in her industry, Ms Bray has presented a number of training sessions on a broad range of topics that includes, in part: "Employee Fiduciary Responsibilities", "Fraud Prevention & Detection – What a Manager Needs to Know", and "Audit Evidence". Ms. Bray has lectured at the Institute of Internal Auditors national seminars where she delivered presentations entitled "Fraud in Financial Institutions"; and "Ethics: What's Your Corporate Campaign?". Bray's article, A Three-Step Approach to Fighting Internal Fraud, was published in an issue of the FSA Times.

Mike Hartman, Retired US Postal Inspector.

Michael Hartman, a retired Postal Inspector, is currently a contracted Consumer Fraud Analyst for the United States Postal Inspection Service. Mike's 30 year Inspection Service career was devoted primarily to the investigation of mail and wire fraud schemes. Mike served as the Harrisburg Fraud Team Leader from 1995 through 2006. Mike also served as an Instructor at the Agency's Career Development Division, and as the Agency's Program Manager for the investigation of cross border fraud schemes which originated in Canada. Mike was a founding member of the Toronto Strategic Partnership, and specialized in cross border fraud investigations during the past 18 years. Previously, Mike held fraud assignments in the Pittsburgh, New York, Special Investigations, Harrisburg and Philadelphia Divisions. Mike is a Certified Public Accountant and Certified Fraud Examiner.

FBI Special Agent Scott Sutherland, Philadelphia Division will present Current FBI Investigative Priorities - Identity Theft Computer Crimes. His discussion will include: The Cost and Means of Attack, the Threatto Business, the types of threats and identity theft, online fraud, insider threats, challenges for law enforcement, keys to solving a problem including an overview and the purpose of the IC3. An overview of InfraGard, A Collaboration for Infrastructure Protection - A public and private sector partnership and the resources available.
